The Àrea Metropolitana de Barcelona (Barcelona Metropolitan Area), the coordinating beneficiary of the project, is a local entity created by the Catalan Law 31/2010 of August 3rd. Its responsibilities include:
- Water cycle :
- Home water supply.
- Sanitation and sewerage.
- Management of treatment and municipal waste use.
- Coordination of the relevant municipal services.

The area that the AMB manages includes 36 municipalities in the metropolitan area of Barcelona, a total of 560km² and a population of 3,192,778 inhabitants, with an average density of 5,701 inhabitants/km². . One of the priorities of the AMB is the application of sustainability principles for waste management. The AMB aims to encourage reuse by ensuring an efficient management system through the separate collection in the 36 municipalities in its area. The objective of PMGRM Metropolitan Programme of Municipal Waste Management , its roadmap of internal work, is to treat properly each fraction of waste. In recent years, the EMA has made its first environmental diagnosis and has implemented an Environmental Management System certified to ISO 14001 and EMAS accredited.
